Shaking Up Higher Education: Reflections on President Obama’s Policy Proposals

President Obama recently proposed a series of higher education policy reforms, which open a window of opportunity to debate and clarify the federal government’s role in improving college affordability. This Viewpoint offers some evidence-based precautions for using financial aid as a policy lever to reform higher education, and it questions whether the president’s policy solutions are designed to truly fix underlying affordability problems.
