Abstract

This paper employs the Worldwide Governing Indicators developed by the World Bank to examine the legislative accomplishments since 2011 of Wisconsin Governor Scott Walker and his majority party allies. Signs of weakness appear in each indicator area. Walker Era initiatives are replacing knowledge-informed, citizen-driven democracy with a form of government that vests power in a small number of individuals and groups whose actions appear to be driven by self-interest rather than the public interest.
