WISCAPE has followed the Wisconsin Covenant given our policy research interest in academic preparation, college readiness, and college access and completion. We have written two policy briefs on the evolution of the Wisconsin Covenant, which you can see here and here. The Wisconsin Covenant, a state-wide program, is based loosely on the Indiana 21st Century Scholarship Program.
